ABOUT THE CONFERENCE

The 5th High-Level Ministerial Meeting on Antimicrobial Resistance an intergovernmental conference that will bring together ministers of health, agriculture, and environment from across the globe to advance coordinated political action on one of the most pressing threats to global public health – antimicrobial resistance or AMR.
The overall theme of the meeting is “One Health: Advancing Global AMR Commitments through Local Action.” This theme highlights a shared global responsibility — to turn words into action and transform international commitments into real progress on the ground. This meeting is the fifth in a series of high-level ministerial convenings that have helped shape the global AMR agenda, building on commitments made at the United Nations General Assembly and through the work of international bodies including the World Health Organization (WHO), the Food and Agriculture Organization (FAO), the United Nations Environment Programme (UNEP), and the World Organisation for Animal Health (WOAH).

This is the first time the high-level ministerial meeting will be held in Africa, reflecting both the region centrality to the global AMR challenge and its growing leadership in shaping the international response.

The event aims to review the progress made to date on global AMR commitments, including the 2024 UNGA Political Declaration, and build shared accountability through the Troika process newly established during the 4th HLM on AMR in Jeddah, Saudi Arabia. The meeting will also highlight innovation and leadership from countries implementing their National Action Plans (NAPs) with creativity and local insight. In addition, a core objective is to strengthen collaboration across human, animal, plant, and environmental health sectors to advance a true One Health approach, and agree on bold, forward-looking actions that set the course for lasting, sustainable progress against AMR.

The purpose of the meeting is to encourage and facilitate awareness raising, build on previous commitments, and strengthen global action on tackling AMR – one of the world’s most pressing global health threats.

The ministerial meeting is being organized by the Federal Republic of Nigeria. The event coordinator is Dr Ayoade Alakija, who was appointed as the Global Envoy on AMR by the Nigerian Government. Dr Alakija has a small team of professionals supporting her in organizing both the ministerial meeting, which is closed to members of the public, and a second program of activities for non-state actors.
REGISTRATION & PARTICIPATION

The two-day 5th High-Level Ministerial Meeting on AMR (29-30 June 2026) is open to all governments and formal invitations have been extended via standard diplomatic channels. In addition, there is a separate non-state actor program of activities that will be held over three days (28-30 June 2026) which is open to registered participants from civil society organizations, industry, intergovernmental organizations, and universities.

The registration deadline is two (2) weeks prior to the commencement of the meeting – Friday 19 June 2026.

Please be patient. The organizing committee will notify you once your registration has been confirmed. Please be aware, however, that there is a limit of a maximum of three (3) persons per organization, so it is important that you coordinate with your organization who will be attending.

Yes. There is a separate, three-day program of events for non-state actors that is open to registered participants.

The meeting will be held in-person only. There will be no virtual participation possible.
INVITATIONS & DELEGATIONS

Invitations have been extended to all governments by the Nigerian Federal Ministry of Foreign Affairs via a note verbale that was issued in early March 2026.

Each government has been invited to send a minister of health, a minister of agriculture, and a minister of the environment given the 5th High-Level Ministerial Meeting on AMR has adopted an explicit One Health focus and approach.

Governments are asked to limit their official delegations to no more than five (5) to six (6) persons due to venue constraints.

The composition of each government delegation is determined by the invited government.

The participation of any additional technical representatives of governments remains at the discretion of the invited government.
PROGRAM & AGENDA

The program for the 5th High Level Ministerial Meeting on AMR will be published approximately one (1) month prior to the start of the event.

This year’s focus is on action, equity, innovation, and sustainability — moving beyond pledges to track real implementation and accountability. Discussions will spotlight the persistent gaps in access to essential antimicrobials, diagnostics, and preventive measures, and explore new tools, partnerships, and financing models that can close them. The conference will also celebrate success stories from around the world — from digital solutions improving surveillance to locally led financing models that strengthen healthcare and governance systems.

All sessions in the non-state actor program of activities are open to non-governmental participants. The opening plenary and closing sessions of the ministerial meeting will also be available for non-government participants to attend via overflow rooms.

The program and list of invited speakers is still being finalized. Further updates will be made available via the event website in due course.

With the exception of the opening plenary session and closing event, the sessions will not be recorded.
SIDE EVENTS

The non-state actor program of activities includes the opportunity for up to 16 side events. Organizations wishing to host a side event must submit an application via the event website: https://www.5thhighlevelministerialng.com/side-events.
Organizations that have submitted a proposal to host a side event will be notified of the outcome of their application by May 8. Side events that have been approved by the organizing committee will be fully integrated into the non-state actor program of activities, which will be held from 28 – 30 June 2026.

No, side events will not run in parallel with plenary sessions. All plenary sessions will be open to registered participants either via in-person attendance or via video in overflow rooms.

ABSTRACTS & PRESENTATIONS

A call for abstracts was issued in October 2025. The call for abstracts has now closed.

Individuals and organizations interested in submitting abstracts were invited to propose either an oral or poster presentation.

The deadline for the abstract submission process was March 20, 2026

Applicants who have submitted an abstract proposal will be notified of their application by mid-April 2026.
THE ABUJA ACCORD/DECLARATION

As with previous ministerial meetings, it is possible that a declaration or communiqué will be released at the conclusion of the meeting. This is a matter currently being considered by participating governments.

The process of developing a ministerial declaration or communiqué is a government- only process.

If a declaration or communiqué is developed by participating governments, it will be made publicly available once all governments have agreed to the content, scope, and format.

Non-state actors are not able to provide direct input into the content, scope or format of a ministerial declaration or communiqué.

In the event a declaration or communiqué is produced, it is likely to be published either just before the meeting or at the conclusion of the meeting once all governments have had the opportunity to contribute to the declaration or communiqué.

Delegates that register via the event website are given the option to request ground transport on arrival in Abuja, Nigeria. The official Abuja taxis are bright green with the city emblem on the front door, and can be hailed in the city centre. Uber, Bolt, and inDriver also all operate in Abuja.
